Methodology & Data Sources

Fuel Surcharge Mechanism

The EAC fuel adjustment is based on a reference price of €300 per metric tonne of heavy fuel oil (HFO/mazout). For every €1 change from this baseline, the electricity price adjusts by €0.0238/kWh. The coefficient is reviewed and updated by CERA every 6 months. Source: EAC published historical data.

Prices Include All Taxes

We use Eurostat's I_TAX category which includes all taxes and VAT in the final consumer price. This reflects the actual amount households pay, including any temporary government interventions such as VAT reductions during the energy crisis.

Oil as Proxy for Mazout

Cyprus power stations burn heavy fuel oil (mazout), not Brent crude. We show Brent because it has a reliable public API and is highly correlated with HFO prices (HFO is a refining byproduct). The fuel surcharge chart shows the actual transmission mechanism to consumer bills.

Data Freshness

Electricity prices are semi-annual from Eurostat with ~6 month publication lag. Fuel surcharge data is monthly, manually updated from EAC publications. Solar and oil data are annual. This page revalidates daily via ISR (Incremental Static Regeneration).

Eurostat electricity prices use band DC (2,500-4,999 kWh/year), which represents a typical Cyprus household. Actual household consumption in Cyprus averages ~7,200 kWh/year, which spans the upper end of this band.
